  *  fossil user capabilities has no validation of permissions string
  *  <strike>cgi contructs self referential path names wrong. cant use index.cgi or dispatching cgi for multiple projects</strike>
  *  <strike>commit comments are plain text but displayed as html which removes formatting like newlines and spaces</strike>
  *  <strike>no way to escape @ in password when referencing a repository via url</strike>
  *  <strike>needs option to abort commit if comment file unchanged</strike>

  *  make wiki edit textarea larger

  *  displayed uuid is not complete. only way to get whole uuid in web interface is to search manifest

  *  file list shows removed files. would be nice to somehow distinguish files that arent in any current leaves
