I'd like to subscribe the fossil mailing list, but the page http://lists.fossil-scm.org:8080/cgi-bin/mailman/listinfo/fossil-users referenced from http://www.fossil-scm.org/index.html/wiki?name=MailingList times out.

It works when I try it here. Are you, perhaps, behind a firewall that does not allow HTTP requests to TCP ports other than port 80?
